Infrastructure developer and investor Plenary Group has expanded its Asia Pacific footprint, opening its first office in New Zealand.
Prime Minister Christopher Luxon joined Plenary CEO Paul Crowe, chief investment officer Patrick Lauren and other senior executives at an event to mark the official opening.
The office opening follows Plenary being awarded its first project in New Zealand, the Christchurch Men’s Prison Redevelopment Project.
Plenary made the commitment to open a New Zealand office as part of a broader investment commitment made during the Government’s 2025 Infrastructure Investment Summit.
“This is a real vote of confidence in New Zealand. Having a global infrastructure giant like Plenary committing to New Zealand is great for our economy. I’m really pleased to open the Plenary office, and I look forward to the investment, jobs and opportunities for local businesses that will come from the projects they invest in and deliver,” says Luxon.
Crowe says Plenary is committed to working in partnership with the New Zealand Government to invest capital in projects aimed at growing the economy and providing services and facilities for communities.

Plenary specialises in public-private partnerships, precinct developments and community infrastructure.
Established in Australia in 2004, the company has expanded internationally and now has offices in New Zealand, Australia, Singapore, the UAE, the UK, Ireland, the US and Canada.
Plenary has assets under management worth more than $110 billion across New Zealand, Australia, the Middle East, the UK and North America.
